Executive Summary
The AccessCareer project examined how career guidance across Europe can better serve socially disadvantaged jobseekers. Based on two years of implementation and consultation with project partners and external stakeholders, this document presents 15 policy recommendations addressed to European, national and regional policymakers. Eight operate at meso level, four at macro level, and three at both.
The evidence shows that support exists but is fragmented, focused on job search, and rarely continues after placement. The central challenge is therefore not the absence of services, but the lack of fit between services and the needs of the people they are intended to serve.
The recommendations call for continuous and personalised pathways, integrated local referral networks, employer-facing incentives and support, national minimum standards for accessible guidance, and outcome-based monitoring broken down by target group. Most can be implemented within existing frameworks, with several low-cost measures achievable in the short term.

AccessCareer Advances Towards Piloting: Expert Collaboration and Guidance Tools Take Shape
As part of its ongoing work, the AccessCareer partnership has moved into a new phase of collaborative development, bringing together career counsellors, HR professionals, and socio-professional organisations from across Europe to deepen the project’s insights and shape practical tools for socially disadvantaged individuals.
The consortium has formed an Expert Working Group uniting professionals from all partner countries into a shared, cross-border knowledge base. As part of this process, an interactive International World Café session brought partners together around five key discussion areas: inclusive career counselling practices, employment barriers, labour market trends and equity, useful resources and tools, and networks for inclusion. Each partner country subsequently hosted a national roundtable, conducted in the local language, to explore these themes within their national context.

From Insights to Impact
The AccessCareer project continues its journey to strengthen career counselling across Europe and empower socially disadvantaged individuals to take charge of their career paths. Having built a strong training foundation and gathered rich insights from the field, we are now entering an exciting new phase: piloting our tools and translating our findings into policy recommendations.
The Expert Working Group & World Café
Following our collaborative phase with career counsellors, HR professionals, and socio-professional organisations across all partner countries, the Expert Working Group has taken shape into a genuine cross-border knowledge base.
The International World Café brought partners together around five key discussion tables; covering inclusive counselling practices, employment barriers, labour market trends and equity, useful resources and tools, and building networks for inclusion. Each table generated rich, practice-based insights that are now directly informing our next steps.
